Step by Step
Bringing a resolution before your group/congregation

1) Find out the procedures, if any, by which the group considers and endorses a position or passes a resolution.
2) Prepare your resolution. Use the national model resolution or write a resolution that will speak to your community. Imagine yourself as someone who knows little about the death penalty. Does your resolution give enough information to lead that person toward supporting a moratorium? Other model resolutions are available for various types of organizations, and we'd be happy to help create one with you.
3) Recruit allies. Share your plans with others in your group who you think support a moratorium on executions. Ask them for help in working to get the resolution passed.
4) Present the issue and your resolution. Provide copies of the resolution and any background information materials. Make yourself available to answer questions.
5) Urge an open discussion. Schedule time for internal education on how the death penalty system is broken. Consider showing a video or inviting an outside speaker.
6) When your resolution passes: Send an alert to the media, your municipal council members, state and national legislators, and governor. Each needs to know that the support for moratorium is growing through diverse communities.
If your resolution does not pass: Don't get discouraged! Introducing it has surely educated some people in the group and you have probably made some new allies. Consult with them about your next steps.
