This state wide coalition is in process of developing panel presentations regarding the death penalty. Panelists will approach the topic from a variety of perspectives -- legal, faith based, victim, etc. These panels will be held on college campuses in an effort to reach youth so they understand there are better options than the death penalty.

General Information
In 2000, a North Carolina legislative study commission conducted a preliminary examination of the state's death penalty. In their December 2000 report, they recommended that the 2001 legislature enact a statewide moratorium and conduct further study of the system's inequities. The Senate heeded the call in April 2003 and became the first southern legislative chamber to pass a moratorium bill. Though there were enough votes to pass it in the House, the Co-Speaker refused to call a vote and the bill died. Local organizers are now pursuing more city council moratorium resolutions to prepare for a renewed effort in the legislature in 2005.

General Information
Nevada burst onto the national scene in 2001 when Republican Senator Joe Neal amended an abolition bill to a moratorium and pushed it through the Senate with a victory of 13-8. Although the bill died after crossing over to the Assembly, a legislative study commission was set up to study the death penalty and make recommendations to the 2003 legislative session. The commission issued its report in June 2002. They did not recommend moratorium or abolition, but did recommend abolishing the death penalty for the mentally retarded, conducting a more comprehensive study of the death penalty's cost, and other reforms. Some of the recommendations asked the legislature to act, while others were directed at the state's Supreme Court. Some of the recommendations have been put in place.

OTSE meets bi-monthly and when an execution is pending. OTSE is always welcoming new members, who come from a variety of backgrounds, and participate in a variety of different ways. Priests, scholars, lawyers, private citizens -- from organizing vigils, lectures, training, making financial contributions, contributing to the newsletter or web site - there is much work to be done! OTSE members across the state are currently working on collecting local government endorsements of a moratorium on executions. Cincinnati was the the first major Ohio city to pass such a resolution in December 2001.
